The Hong Kong draft Labour Policy directive has been referred to

Major Crde Browne, our Labour Adviser, who considers that mention of the following should be made in para. 4 of the directive; (the wording will, of course, depend on what legislation you already have on these subjects):-

(1) Trades Union and Trades disputes

legislation;

Minimum wages legislation;

(iii)

Legislation safeguarding women

against physically harmful

(iv)

conditions of employment and economic exploitation;

International labour conventions which have been applied to Hong Kong.

Will you please redraft para. 4 accordingly, e.g. "Legislation should be introduced.. and/or "Legislation relating to

Will you please note the following comment of Adviser on Demography

Professor Kuczysnki, on pară. 4 of the Social Welfaro directive:- "I agree that as soon as practicable after restoration of civil Government in Hong Kong, a population census should be taken but it need not be as

elaborate as the census of 1931. I suggest that the 1931 census hould be used omitting the columns 'length of residence in Hong Kon and 'degree of education'.

3. As regards the Social Welfare directive, Mr. Blaxter suggests that
